Prestige Precept Center
The Prestige Precept Center (Japanese: トレーナーズトレーニングセンター Trainers' Training Center), known better as the Pre Gym, is a "Gym" led by Justy. It is the central part of Phenac City. Unlike other Gyms, this Gym does not give out a Badge, and therefore cannot be considered an official Gym. Instead, the prize for beating this Gym is TM27 (Return) or TM32 (Double Team), depending on the game, as well as access to its lower level.

Justy himself is usually seated at a control panel on the right side of the Gym, watching over the battlefield. He will refuse to battle with Trainers who do not have a full party, but his junior Trainers can be battled for a White Herb. In Pokémon XD: Gale of Darkness, he will send an email to the player's P★DA to inform them when he is ready to battle, which will occur when the player first enters the S.S. Libra.
This Gym also contains a classroom, making it double as an academy. In Pokémon Colosseum, the teacher in this classroom gives the player's P★DA the Strategy Memo feature and updates it with new information on encountered Pokémon. Since the Strategy Memo is Pokémon Colosseum's equivalent of the Pokédex, learning more about any Pokémon in Colosseum requires revisiting Pre Gym whenever the player wishes to update the feature.
The basement can only be accessed by the elevator at the far end of the Gym's battlefield. In Pokémon Colosseum, using this elevator requires first defeating Lady Gwin. In Pokémon XD: Gale of Darkness, it requires defeating Cipher Admin Snattle at Phenac Stadium, who locked the citizens of Phenac City in the lower level and holds the elevator's key, replacing every citizen with a disguised member of Cipher. The basement of the Pre Gym has four areas, each representing a different type of terrain. Pre Gym Trainers can often be found there, training their Pokémon.
