This card was included in the English EX Hidden Legends expansion, originating as one of the Japanese PCG-P Promotional cards. In Japan, it was released as part of a McDonald's campaign in January 2005.

Sleepy Song is probably based on Sing, a move in the Pokémon games, though Togepi cannot learn it.
