Flail and Dragon Rage are both moves in the Pokémon games. Magikarp can learn Flail, but not Dragon Rage until evolution. This card's Pokédex entry comes from Pokémon Diamond.

However, there was an event in the first Generation that allowed Magikarp to learn Dragon Rage. That event also had a Magikarp card made about it.
