Kanto Pokémon Federation

The Kanto Pokémon Federation (Japanese: カントーポケモンれんごう Kanto Pokémon Federation) is a Trainer group composed of Bikers (and a Cue Ball in FireRed and LeafGreen) from Kanto.

In the games

Generation II

The Kanto Pokémon Federation first appears in Pokémon Gold, Silver, and Crystal as an affiliation of three Bikers on Route 8. The Underground Path on their route was shut down by the police after they (presumably) wrecked it. Their overworld sprites differ by color: Dwayne's is red, Harris's is green and Zeke's is blue.

Generation III

In Pokémon FireRed and LeafGreen, the group is known as Kanto Rider Federation (Japanese: カントーれんごう Kanto Federation). They are formed by eight members, here called Goons, and their boss, who are found trying to take over Three Island, terrorizing its citizens. To fight them, the player must first go to Joyful Game Corner, where one of the members will show up looking for his teammates.

In the manga

Pokémon Adventures

The Kanto Federation appears in A Vicious Cycle of Possibilities. Having arrived at Three Island, they were attempting to vandalize Berry Forest. On their way, they found Lostelle, who was looking for her Dunsparce. Their boss threatened the little girl, grabbing her in the air. To stop them, Deoxys appeared and smashed the group and their motorbikes. Their boss then heard someone stepping by and asked for help, but the man scorned him instead.
